    Not if the balance is unequal!! Someone with fewer rights or someone who is oppressed cannot overpower the dominant group. However, again I know where you are coming from. There are always people, of every race, class, age, etc etc, who will milk a system. That doesn't mean the system is wrong, it means it needs better safeguards.
