  Whilst this type of behaviour may well say a lot about public behaviour etc. it generally hurts no one and does little harm. The guidance to the police actually says that they need to act if it is blatant, though where there is some cover they should turn a blind eye.
  
  We need our police to be dealing with things like the trouble Terry is facing not wasting time with someone shagging in the woods
