As Chris says this is sadly a fairly regular occurrence across not only this, but all towns across the land.
Having lived and worked in many places across the country I find Dover to be generally, less problematic than most other towns of its size, this of course is not to excuse any anti-social behaviour, but to put it into context. As an example our nearest neighbour has a much greater level of this type of behaviour on a much more regular basis than here.
