I have heard some very good things about the Ramada in Dover - my son had his 6th form leavers do there and it was reported to be very good. But I have just spent some time (business, not pleasure!!) in the Birmingam Ramada and despite its pretentions, decor and allegedly classy return customers (some football teams or something!!) it was poor. Some of the staff were nice, but there was very much a feel of not caring or bothering, the service wasn't joined up, and there were obvious pennypinching efforts that while they wouldn't have saved much money did impact on the presentation and feel of the place. So, Dover wins again!!!!!
