    The stats are sound, it's the way they are used that's flexible. Collecting information is biased by the questions asked and the people asked, as well as the data included and left out, as well as the definition of "crime", for instance. Are unsolved but reported crimes included? Reported and charged but not convicted? Or just crimes resulting in conviction? Petty crimes as well as major crimes? Define a "crime".........and what about those "crimes" that are broken with a moral stand....the poll tax riots (those were the days....!!!). Are crimes resulting in conviction but overturned on appeal included.....the lists are endless and all impact on the results.
