I agree Keith that every incident should be reported, but people do get fed up with non-attendance by the Police or the CSU (whoever it is determined should be responsible for the incident).
I would tell anyone to report a crime or incident no matter how petty it is deemed to be.
The figures available reflect how many incidents have been reported, it can only be that, otherwise they would be made up and people are not reporting crimes/asb as they ought to, because they feel it is pointless.
