The practice of paying to declare a dwelling a Hospital wasn't that uncommon. Scarlet Fever sand other such illnesses where notifiable diseases. And anyone suffering from them had to by law be removed to a fever hospital. When a really bad outbreak occured the hospitals where overwhelmed but the legal requirement to be removed still existed. So a simple and clever solution if all the family where affected was to declare the dwelling a hospital and provide monitoring and isolation in situ
I can't remember which act covered this I seem to recall it was a public health act but as usual the name escapes me
