Re: Beresford Road in Dover, :
This road, which joins Common Lane River, is named after Admiral Charles William de la poer Beresford a famous admiral who was in his hey-day at the time the road was laid out.
He commanded the Channel Fleet in 1907. I thought the coal seam was named after the same person, but (quote):

"BERESFORD SEAM at the boring at Fredville (1905) was named after the late Mr Beresford WRIGHT, of the Butterly Company, largely interested in the coalfield"

Christian name Arthur: Perhaps it is Arthur BURR of the Colliery you were thinking about Howard? He was manager of Kent Coal Concessions Ltd. appointed 1906.
