Blocks of flats used to have rubbish chutes and maybe they still do and if everyone protected their bags the wildlife would not cause a problem.
If people are not prepared to clean a wheelie bin then they certainly will not take a stinky sack back into their home to wash. BTW if needed a bucket of water and a broom with bleach or disinfectant cleans a dirty wheelie bin in a couple of minutes.
As to your second point I prefer to see relatively clean looking wheelie bins than a tatty old duvet or whatever else is used to cover smelly bags for up to a week.
