    There is no such thing as 'double rating' (except in political speak for "I wish to show how complicated council work is and prove I am doing my bit"). Once a contract is made the job is done once and paid for once, by whichever council is doing the contracting. Paul is being economically honest in that DDC rates will not go up, they can't because they are capped, but ignoring the fact that the DTC part of the rate bill will have to increase to cover extra costs.
    At the end of the day town and parish councils will take up the slack and maintain the simple public services we should all be able to expect, such as toilets, and it is up to the electorate to decide if DDC have met their obligations or just renaged on them.
