    Bet you are wromg Howard.I will make a prediction now,I have looked into my Crystal Ball and it says that DDC will raise its precept by 4.95% same as last year maximum before they get capped is 5% when they had the toilets.Dover Town Council will be 0% if they don't take on the loos,if they do perhaps 20% increase.
