  People often harp on about adding new laws and beefing up the legal system - actually, there are plenty of laws and strength in the system, it is how it is applied that often sucks, with judges failing to interpret effectively, social workers and psychiatrists (bless!) ensuring a job for themselves by faffing about "assessing" the dangerous to the point of release, and the public taking all that as an opportunity to blurb on about the death penalty again. What it really does need is a means of joining it all up, with fairness, parity and justice. The structure is there, it needs a bit of a tidy up, is all.
