The Cruise Welcome Group inside the cruise terminal do an excellant job but there is more people needed there. The last time I visited the CWG's desk, there was just one person dealing with a very long queue of people wanting information.
I believe there should be someone walking up and down the queue offering leaflets on local historic sites and attractions - and the means to get to them.
Dave (Atkins) is this something you could do with a smaller bus ? dedicated to taking cruise passengers round to the various sites and attractions.
A leaflet could be made that would be self-financing (maybe even make a profit) from the sites and businesses in the leaflet - a bit like the "Discover Dover" leaflet would be very useful.
