  i have to agree with chris on the subject of voter apathy.
  
  people claim to have not been leafletted, the truth is the pizza menus, kebab take ways take precedence over anything
  that is happening locally.
  
  the vast majority of the country do not know what is run by town council, district council or county council, which means
  that a lot of the councillors become unaccountable.
  
  one of the biggest problems faced by councils at district level throughout the country is parking.
  controlled parking zones are sometimes the answer, the residents are ballotted, the council abide by the results.
  
  then all hell breaks loose, because someone cannot get parked one day even though they hold a permit.
