  Will the binmen put the bins back into gardens when they empty them so they are not on pavements.
  
  What makes the purple bags so unattractive to " seagulls, urban foxes, rats and any other animals " as opposed to black sacks, are they coated in something or are DDC just being bloody minded.
  
  Will they continue to empty dustbins?
