    this sounds like when bureacracy takes over.

    vic has pointed out that the parkie has reported problems about the river to the council.

    we all believe that the environment agency are responsible.

    the EA said a long while ago that they are responsible for the ecology of the river and DDC for any rubbish.
    i have a sneaking feeling that this problem will cause a few memos to fly about but nothing to happen.

    just as an extra to the debate, have any on the spot fines ever been issued by the police to our lager lovers who regularly recycle their cans and bottles in the river?
