    " Billions to blow away

    SIR - In the small print of David Cameron's much-trumpeted deal, I find it was agreed to commit at least 20 per cent of the entire European Union budget over the next seven years to climate-related spending. The seven-year budget was agreed at 960 billion euros.

    For those tempted to regard this as praiseworthy, consider past beneficiaries of EU climate-change spending.

    Attracted by the prospect of generous grants designed to boost the use of alternative energies, the "eco Mafia" stole millions of euros from both the Italian government and the EU. In Sicily, windmills now dot the horizon in Mafia strongholds.

    If this were British government expenditure, Margaret Hodge and her trusty Public Accounts Committee would be hard on the heels of the recipients. Where is the 192 billion euros going to go? And who will ever audit this?
