  As with all these type of stories, without context any spend like this is meaningless..... who's to say they weren't for events that actually made a 'profit' or the like ??

  i don't know about sandwich town council but dover town council have award ceremonies for channel swimmers and others deserving of a mention so there would have to be wine on hand.
  
  i remember a similar story about money spent by ddc on water coolers, everywhere you go now reception areas have them, just a modern fact of life.
