    Howard - there was a problem before over targets by which a proportion of appointments had to be done within 48 hours. Patients who wanted to book ahead were complaining that they were being told to call back nearer the time that they needed an appointment and, when they did, could not get one and had to take pot-luck. Basically in order to meet targets doctors were not fulfilling patient needs. With my crowded schedule if I need an appointment it is best to book several days ahead and get a definate one. There was a big row about it in the papers a year or so ago so the Conservative pledged to change the system enabling doctors to meet patient demand. It was yet another case of central dictat detracting from what people need and want locally.
