Thank you for emailing the Highways England Customer Contact Centre on 19 December 2020 about noise issues on the A20 whilst Dover TAP is in operation.
I’m very sorry to hear that you’ve been affected by noise and the activity as a result of the operation in place. I can completely understand your concerns and that of other residents of Aycliffe during these unprecedented times.

Having read through your enquiry and the attachments you’ve provided, I do appreciate that it’s been difficult to progress your complaints.
Regrettably, Highways England are not a legal enforcement authority and therefore unable to take action against those who disregard courtesy when it comes to noise in residential areas. Whilst Highways England have supported the arrangements for Operation Tap, the traffic management required to put this in place is organised and led by the police.

Therefore, I suggest that your enquiry is sent to Kent Police. You can contact Kent Police by calling 01622 690 690 or online at https://www.kent.police.uk/contact/af/contact-us/
More information on Operation Tap can be found here.
