I was advised that it is a "moving vehicle offence" to drive from the Market Square up Cannon Street/Biggin Street to Pencester Road between the hours of 10.00 and 4pm.
It is only the Police who can issue fines for these offences, so if there are no police, then you can take your chance.
I do not promote driving along this piece of road as it is wrong and very dangerous for the pedestrians, but it is done many more times than I care to think and all because no one is caught - no one is prosecuted, because it is very rare that a Police Officer walks the length of the Town, from the Market Square to the Town Hall.
I'd be surprised if there are any prosecutions on this cycling offence; there'll be plenty of offences I'm sure, but very few getting caught.
