    Fines are all very well but there must be people on the ground to enforce them, otherwise the sign is a little more than an empty threat. As most of our local plod are car-bound non-beat bobbies I expect very few fines will be issued, and those will be confined to over eighteens. Still, the signs may have a certain deterrant factor.

    There used to be £50 littering penalty notices up around town too, but as DDC do not enforce them they have not been renewed as far as I can tell.
