  Government and Councils often come up with ideas and proposals that would benefit us all but they very rarely reach fruition, they are merely a smoke screen to buy themselves time and a positive press. A prime example is the proposal to build rest areas on motorways to bring us in line with other countries, lauded by everyone at the time but not a peep since.
