Actually howard, the 1997 turnout was quite low, before that they were higher. My 'since 1997' remark was meant to be inclusive of 1997.
Here, for the record, are the electoral turnouts since 1979:
1979 - 76%
1983 - 72.7%
1987 - 75.3%
1992 - 77.7%
1997 - 71.4%
2001 - 59.4%
2005 - 61.4%
The low turnouts in 2001 and 2005 were despite a big increase in postal votes, demonstrating that the manner of how votes are cast has no real impact. There was a doubling in postal votes in 2001 to 5.2% of those cast while in 2005 they increased to a staggering 14.6% of those cast along with many concerns of fraud.
