sheer penny pinching but the will to do anything is not there.
too late now to do anything about the river or the town, the new cuts at councils will ensure that for the next 5 years even the status quo(sorry vic) will not be maintained.
many of us have banged on about the benefits of one person employed to cover the park and river areas spread over 7 days a week so that it would always be unannounced when the warden arrives.
the warden with powers to issue on the spot fines for littering, problem behaviour, illegal fishing etc.
cannot add anything more, paul the fuhrer has already got a hired killer on my case.
