    This issue keeps coming up but I don't see how it could ever work. From our point of view if Spain blockaded Gibraltar who would the proposed army side with? We have two member states from the former Yugoslavia with doubtless others joining in the future and i wouldn't bet against old grudges turning into serious flare ups. There are many separatist groups in the Southern and Western member states which would resent outside interference.
