Seriously? I doubt that it is. I think you'd have to argue that:
- skin pigmentation defines a race and
- that, without empirical evidence, members of that race are inevitably a bit thick and
- that they are therefore inferior to one's own race.
A more obvious example of racism would be to say that all tortoises are inevitably slower than, and therefore inferior to, any hare.
