It seems that Russian police were in Amsterdam to observe the behaviour of England's friendliest exports. The UK National Police Chiefs' Council had been attempting to demonstrate to the Russians the English fans' 'difficult dynamics' so they (the NPCC) could 'influence' the Russian policing response at a certain major sporting event planned for later this year. The fighting apparently blew these attempts into a canal. I suspect that, whether or not the state of foreign relations in the immediate future allow the World Cup to go ahead, there may be some English headaches in Volgograd, Nizhny Novgorod and Kaliningrad, and they won't be alcohol-related.
