Just a try on as nobody can be forced to take a smart meter, as for switching you to a different tariff for refusing even though you have an agreement until next year sounds like bullying. Maybe a call to the CAB would be your next step?

Phoned First Utility, they say its in my agreement that I must have 1 installed 6mnths after my tariffs begin. So it looks like I must have 1 before end of august 2018.If I switch after 10th February 2019,i will be able to switch without paying any exit fees,b4 that I will be charged £30 for gas/electricity.

I'd advise you to check the small print in your original agreement with the company: if there's no mention in that, they can't force you.
FWIW I decided to exit my current supplier when it put up my monthly dds by almost 60% for no reason that I could establish. Looked into the various deals, and discovered that it is now common for suppliers to require customers to opt in to taking a smart meter when signing up for a new tariff.

Hi peeps, just looked at small print in agreement and indeed it does state that I must have
a smart meter installed within 6mnths of agreeing to tariffs.Sickening.At least I wont be charged from
switching providers afrter feb 10 2019.Just hope I can switch once this bloody meter is installed as
I habe been told I may not be able to?

If you look around you'll find suppliers who'll pay your exit fees to pick up your custom, and won't insist you take a smart meter.
