It's certainly only speculation, even ignoring what polls may suggest (and their track record seems somewhat tarnished of late). Personally, I doubt it's true (that significant numbers of people who voted 'Leave' now wish they had voted Remain). Given "Project Fear", the portrayal of the consequences of an 'out' vote by both sides of the argument, whatever you want to term it - and irrespective of whether those portrayals were accurate or not, I think one can argue that the referendum question put to the electorate amounted to 'Do you want the UK to leave or remain in the EU
given any conceivable scenario
