Years ago there used to be a system known as VOLAG, later replaces by SAWS (Seasonal Agricultural Workers Scheme). It worked perfectly well allowing
seasonal workers to come over here (getting a code 4 stamp in their passport) to pick fruit/veg etc much as young Brits have gone to Europe to help with the grape harvest etc.
The workers did NOT expect local councils to house them, or their families to join them expecting 'free' education for their kids etc.
To quote from the 'leaked' H.O. document 'A scheme for temporary or seasonal workers could be introduced'.
