    I think that government ought to concentrate on investing in government things rather than spending money on market conditions; the Straits routes have unsurpassable capacity because they are part of the road from a to b and because they are short, so tonnage can be used several times over per day.

    Transit is key to getting road haulage across borders, so sit down with the Convention, borrow John Major's box and think outside it. What has to be done, by whom, where and when; what would you like 'competent office', ' Customs officer' etc to be defined as. Here's a clue: 'customs officer' = someone appointed to do customs stuff, bit like carrier check-in staff are immigration officers for particular tasks.
