As I said the statutory duties of a parish council are management of allotments & public clocks.
In addition most district & borough councils consider parish councils to be a consultee on planning matters as they are often closer to the residents than the district is.
In some instances powers may be delegated by the district or borough council to the relevant parish generally as a way to cut their costs e.g. River Parish council being delegated the responsibility to manage River Rec. or historically DTC managing toilets in the town
In other instances they take on activities that are not covered by any legislative requirement as a way of making themselves important e.g. Tourism or promotion of fair trade or sponsoring/managing events in the case of DTC
