    So are "mission creep" decisions lawful then? I remember when the Channel Fixed Link got the go ahead, DHB was at pains to find out what "diversification" things it could/was empowered to do that it wasn't already doing. Back came the silky answer: Not much at all really, and that pretty much was that. Things are a lot different now of course, and I note that, by law, an elected member of DTC sits on DHB's Nomination Committee.
