  Yes Reg but what the odd job man gets away with is illegal tax evasion. What the fat cats practice is legal tax avoidance. I'm not making a moral judgment but a legal one. No authority on earth can stop people doing what is legal; if you don't like people taking advantage of legal opportunities to reduce tax, campaign for a simpler, fairer tax system with fewer loopholes and perhaps a tax-free allowance for work done 'informally', instead of pillorying those with wealth. That would lead to a fairer society and a bigger tax take.
  
  Using the tax system as a tool for social engineering will always always backfire in one way or the other.
