    Brian as with anything of this scale there are huge hurdles to climb but most definitely this is a fresh new idea and now with the Minister too involved it represents movement forward. Yes indeed there are a lot of words to get through before you see the physical brick put in place, but then that is the normal course of action. Its a big ask and its early days yet but it all could be possible given the will and the enthusiasm.
