    Not sure how this works, but I understood the port to be effectively owned by DHB not we the people. The Harbour Board received a Royal Charter dictating the terms under which it must operate.

    The only thing I find contentious in the wording of the Royal Charter relates to their instruction to operate for the benefit of the port of Dover. There is no precise definition of the term "port", so it could already mean the whole town and dock area. If that were so, there is no need to sell off, or lease out, just enforce the terms of the Royal Charter.

    DHB are traditionally reluctant to get into any conversation or even provide sight of the Royal Charter and I have oft wondered why. Maybe this element is the reason.
