The police are legally liable for any incident or accident once the parade begins, and they insist on strict guidelines. It makes the parade safer, but the cost of building a float much higher as scaffolding has to be hired to prevent kids falling or jumping on and off.
Carnivals suffer from a combination of the nation now being risk averse and general apathy to getting involved to make something worthwhile happen. - Terry Nunn

Jack and me go way back even to the 1950s when I done my very first Dover Carnival,I would dress up as a tramp and go along the steets playing my Violin.
