Yes I agree that the DDC funds may not be there. This is obviously an inherited problem.
What I feel is that DDC is giving scant regard to the "real" problem which is the run down buildings and overall cleanliness.
It may be difficult to go to the ultimate of CPO but to get owners to improve their properties with the ultimate possibility of CPO shoud not be dismissed.
I posted on the open forum re Lincoln where zero tollerance is in force re litter/cigarette ends/ chewing gum and a on the spot fine of £75 is applied.
All the corner shops/fast food outlets/ etc remind people of this policy.
It is in fact having PRIDE in your townh/city and from what I have discussed in Lincln this policy generates this.
