But in the more general sense the rate levels are set on a national basis and the ratable values on a reference to rents based on a national formula. We cannot get some derogation as a special case from Government to depart from these national standards, the precedent would be a problem for them.

i think most people would agree that these should be set locally as the councils know the areas better and can make a better judgement on what is a fair rate.

08:3136488According to the local Senior VOA officer at Folkestone, there is a great local element as regards rates/rents; if someone rents a shop premises from say their brother who is the owner, for a low rent, then that may have normally resulted in a lower than normal business-rate, but the VOA will take this into account, so your rates will stay around normal for the area.
This can't be done of course when the VOA is assessing you from Durham, as has been the case on some local businesses.
DDC collect business rates for the Government and the Government then give us a little bit back, the last amount I know of was 16%, but it does vary.
