  I think I'll wait and see how it pans out before I give my opinion because if as Sue says it has to be implimented then we tenants are going to have to live with it. However, whilst this process might be good or bad it is still not going to address the deplorable social housing shortage that we have and if you'll excuse me it does sound a little like the rich government telling us poor non house owners to "Sit!, Beg!". A little harsh maybe but by asking tenants to bid for a rapidly decreasing stock it does seem a bit like that, doesn't it?
