Useless landlords

for the past 3 hours water has been pumping out of a downpipe from the property at the back of me spreading into longfield road, belgrave road and has now reached as far as the folkestone road.
i have left a message on the answering machine of the water company, but would they be allowed to beak in and effect a repair? - 8 July 2010 18:3859549I think that they have statuary rights of entry in a case like this.

in addition if they need a warrant from a magistrate, then that could be tomorrow.
i sincerely hope that the landlord is forced to pay for the water, will run into thousands of pounds by the morning, he/she always lets anyone move in, clearly never does acheck on their background. - 8 July 2010 19:3659561I deplore the waste of water. By going on a water meter we have cut the cost by half in the last 2 years as we are careful.
Hosepipes left on all night - disgusting - people should know better. And to allow leaks and water waste like this !!!
I guess there will be a hosepipe ban soon if the dry continues.

(in February 1876 from The Dover Year Book and Calendar):
"The Water Supply" - An excited body of ratepayers assembled in common hall on the 16th to discuss the alleged waste of water.
The consumption of water in the town being very large, the Town Council had been for some time anxiously attempting to devise some remedy, and having been advised by the Town Surveyor that the greater part of the waste occurred in fittings that were directly connected with the mains, it was ordered that except in special cases all water-closets should be provided with cisterns.
This aroused general discontent amongst the ratepayers, to whom the expense would have been very considerable.
In the common hall, the speakers were greatly animated; the new regulations, were voted most "tyrannical and unjust" and the members of the Council were called upon, either to abstain from putting them into force or to resign. In consequence of this pressure the order was not enforced.

Surely the time is right to dig a canal the length of the country along which the wetness from the north could flow?
