Stephen de Pencester was Warden of the Cinque Ports when the first authoritative list of Cinque Ports Confederation Members was produced in 1293.
Stephen de Penecestre was Lord Warden of the Cinque Ports for 32 years, his tenure finishing in 1299 when the Baron de Burghersh was elected; it is reasonable to assume he began his administration in 1267.

I was unaware that Dover Castle had ever been under attack from the French. Could you supply dates and sources of information please.

It was Chris de Burgh that did his stuff in 1216 when the Castle was seiged by the French with a bit of help from Pencester....

i always thought it was hubert de burgh that stood his ground against the french in the thirteenth century.
dover was the only castle not taken.

French invasionDe Burgh remained loyal to the king during the barons' rebellions at the end of John's reign. The Magna Carta mentions him as one of those who advised the king to sign the charter, and he was one of the twenty-five sureties of its execution. John named him Chief Justiciar in June 1215.[2]
De Burgh played a prominent role in the defence of England from the invasion of Louis of France, the son of Philippe II who later became Louis VIII. Louis' first objective was to take Dover Castle, which was in de Burgh's charge. The castle withstood a lengthy siege in the summer and fall of 1216, and Louis withdrew. The next summer Louis could not continue without reinforcements from France. De Burgh gathered a small fleet which defeated a larger French force at the Battle of Dover and Battle of Sandwich, and ultimately led to the complete withdrawal of the French from England.
