    'Trying' to is not good enough.

    This is a dog whistle reaction to supposedly 'protect' a few hundred thousand max producing steel/aluminium without a thought to the millions working in industries which will now be using more expensive steel/aluminium and the tens of millions who will be paying over the odds when they buy anything from a fridge to a car or even drink from a Coke can.

    No-one 'wins'.
