Hi Roger, something similar to that is in place and works well in the shipping industry.
Ship owners wishing to register their vessels under the British Flag in order to take advantage of the UK Tonnage Tax Scheme are required to employ and train UK officer cadets. The more ships they have registered and the greater the tax benefit to them, the more officer cadets they have to take on.
This scheme has boosted the UK registered fleet and provided high quality training and degree level qualifications to many young men and women over the years since it was introduced.

Exactly what I have been stating for some time: Local Government must have a lot more to say in enabling local people to find employment.
I am thankful that The Local Government Association has taken up this view, it does me justice on this Forum!!!

maybe they read it here first alex as i have never heard local authorities stating they wished to get involved in such things.

This has been a long-standing issue of mine conducted on many fronts, and it is the only way to solve unemployment.
Local authorities will have to start getting involved in helping create local employment, because the Local Government Association has now taken up the issue.
