DDC intends to bring in a Public Spaces Protection Order (PSPO) under new powers introduced by Government in October. The order will replace outdated legislation relating to fouling and dog control. The proposals follow a range of work by DDC, including feedback from Town and Parish Councils. The consultation runs from 17 November to 29 December 2014.
The planned PSPO covers four key areas:
- Exclusion of dogs from certain areas - this includes enclosed children's play areas, and also certain beaches at specific times of the year
- Failure to clear up your dog's mess
- The keeping of dogs on leads in specified areas
- Leads by order - this covers the need for people to put and keep a dog on a lead when directed to do so by an authorized officer.
Any breach of the order could result in the issue of a Fixed Penalty Notice of £75, in line with the fixed penalty level for littering offences.
Cllr Nicholas Kenton, DDC Cabinet Member for Environment said: "We recognise that the vast majority of dog owners are caring, responsible people. However, we do get regular complaints from people about dog fouling and the behaviour of some dogs, and it is important that we respond to these concerns and set out clear rules. This new PSPO will bring greater clarity and consistency for the benefit of everyone and we look forward to hearing people's comments on the consultation."
All consultation documents will be online at www.dover.gov.uk from 17 November 2014. Copies of documents will also be available in Council offices and at local libraries.
