It's all very well tarting up a building and filling the window with scribblings but it doesn't give anyone a proper job,or actually do anything productive for the town.
A dog is just not for christmas save some for boxing day
But it does make it more attractive and encourages a more prosperous appearance. No-one wants to invest in or buy property in a run down, ramshackle, neglected area. Appearing to care about the appearance of the town may help to sell and promote it. At least it is something positive.

I do agree that we can't be complacent about closed shops and we want them filled as soon as possible, but there is such an air of neglect in some parts, that the really awful ones do need tarting up and some artwork done on them.
