960 looks like the entrance/exit to the keep, nearly opposite the military museum at the castle.

The actual 39 steps are in Broadstairs (really 78 steps but halved as it sounded better!)

going off the issue slightly, the 39 steps was a great 1930's film starring richard doughnut i believe.
the 39 steps being the walk from the pitch up to the royal box at the old wembley stadium.
