A pure guess as it seems to say something about gates, the gates where the information bureau is/was.

i am thinking of that old church near the roundabout that is used by dover college sometimes.
Menzies Hall , Howard , its the colleges Music block , theatre and overflow exam room

are you saying that i am right about the plaque or just detailing the building i mentioned?
LOL Howard , It wasnt very clear was it . I was naming the building but I am pretty sure that the plaque is either on that building or on the wall by the School wall that runs along the Folkestone road , I know I have seen it a lot and justc ant remember where
