ill-conceived policy...they did not know the number of badgers involved...and the logistics of a 6 week cull...they did not have
the fire power...it is now highly likely the cull will not be possible next year for the same reasons and the risk that if the cull
is not totally conclusive it will not be effective .....it is a `U` turn delayed by a year.......
